By Jim Wallman This is a military / political game about a typical UN Intervention in Africa set in the early 1990s.. Background Whilst Ancongo hold power, that power is not absolute as he also presides over a patchwork of tribally-oriented Militias. The interaction between the Government and Militias and between the Militias themselves is dynamic and sometimes troublesome. Into this mix comes a humanitarian crisis, the harvests have failed in the north of Binni causing thousands of starving refugees. The international community must do something. The UN is represented at several levels - diplomatic, military and agencies (such as UNHCR and WFP). They have the massive challenge of creating a 'coalition of the willing' and organise that 'something' that must be done.
On the other hand, the UN must deliver resources at the end of a long supply chain, as well as agree rules of engagement and avoid precipitating a civil war or being dragged into somehow 'pacifying' Binni. The UN players have all the frictions and complexity of coalition operations. And it is the 1990s, this is new to everyone, so there is not experience to draw on.
